Clear the Warrant Backlog
Thousands of unserved warrants continue to impact public safety. James will deploy advanced, proven technology and partner with federal resources to establish accountability, streamline operations, and finally eliminate the backlog that has been allowed to persist for too long.
With more than 10,000 active warrants currently on the books—and thousands remaining unserved year after year—Anne Arundel County faces a persistent public safety challenge that demands focused leadership and real solutions. This number is not an estimate. It is a clear and accurate number taken directly from AACO’s warrant website.
Combat Fentanyl & the Opioid Crisis
The opioid epidemic—driven largely by fentanyl—has devastated families across Anne Arundel County. Local data shows overdose deaths in the county rose sharply during the peak of the crisis, increasing from 116 deaths in 2016 to 198 in 2017, with fentanyl now involved in the majority of fatal overdoses and contributing to more than 80% of overdose deaths statewide, according to the Anne Arundel County Department of Health and the Maryland Department of Health. While there has been some improvement in recent years, the crisis remains a persistent public safety threat affecting communities across the county.
James will establish a dedicated unit focused on removing fentanyl and other deadly drugs from our streets, working closely with local, state, and federal partners to disrupt supply and reduce overdose deaths.
Remove Violent Criminals from Our Communities
Public safety starts with taking decisive action against violent offenders. James will work collaboratively with law enforcement agencies at every level to aggressively pursue and remove dangerous individuals, while ensuring deputies have the tools, training, and support they need to succeed.
Protect Vulnerable Children & Combat Human Trafficking
Human trafficking and child exploitation are real and present threats. James will prioritize these cases by dedicating resources, strengthening partnerships, and ensuring these crimes remain at the forefront of enforcement efforts to protect the most vulnerable in our community.
Strengthen Law Enforcement Partnerships
Effective policing and public safety today requires seamless coordination across local, state, and federal agencies—but too often, communication gaps and limited coordination slow down critical operations. In a county with more than 10,000 active warrants, these inefficiencies have real consequences for public safety. Jim will work hand-in-hand with city, state, and federal agencies to improve communication, expand joint operations, and establish initiatives such as weekend warrant and criminal summons services to reduce strain on county police resources.
Lead Through Innovation & Technology
At the same time, many law enforcement processes still rely on outdated or disconnected systems that limit visibility, delay action, and reduce accountability. Without modern tools and integrated technology, agencies are left working harder—not smarter—to address growing challenges.
Modern challenges require modern solutions. Jim will bring forward-thinking leadership to the Sheriff’s Office by implementing advanced technology and proven systems that improve efficiency, enhance accountability, and deliver better outcomes for the community.
