James McNeill brings over two decades of hands-on law enforcement experience combined with real-world business leadership—an uncommon combination that equips him to lead the Anne Arundel County Sheriff’s Office with both operational insight and accountability.

Law Enforcement Experience

James served more than 23 years in law enforcement across multiple agencies, gaining experience at every level of policing—from frontline response to specialized operations.

He began his career with the Maryland Transportation Authority Police, responding to motor vehicle accidents and emergency situations in and around the Baltimore Harbor Tunnel. He later served with the Maryland Aviation Administration Police at BWI Airport, managing traffic operations in a high-volume, high-security environment.

James went on to serve with the Annapolis City Police Department, where he worked as a police officer and detective. During his time there, he gained experience across multiple units, including the traffic unit, crime lab, and the Technical Assistance Response Unit (TARU). These assignments provided him with a well-rounded understanding of investigations, forensic processes, and the technical tools used in modern policing.

Business & Leadership Experience

In addition to his public service, James is a successful small business owner who understands the importance of efficiency, budgeting, and accountability.

He has owned and operated multiple businesses, including ADA, LLC Consulting, Flipboy Properties, East Coast Properties USA, McNeill & Ro LLC, a local mower repair shop and significantly a welding and fabrication company that was key to erecting large scale buildings as well as low rise structures throughout Maryland. Through these ventures, James has developed practical leadership skills—managing operations, solving problems, and making responsible financial decisions.

This experience gives him a unique perspective on how to run a government office effectively—ensuring taxpayer dollars are used wisely while delivering measurable results.
